Can a Civilian Buy and Wear Body Armor in Russia?
· updated · 6 min read · Andrey Sokolov
Yes. Body armor is not a weapon: you need no license or permit for it, and there is no offence for wearing it. A concealable vest can be worn under your clothes every day; questions only come up at security screening and when taking it abroad.

Can you wear body armor: the rules place by place
| Where | What to expect |
|---|---|
| Buying | No license, permit or registration required |
| Street, work, car | You may wear it, including under your clothes |
| Airport | Not prohibited; security may ask you to show the vest |
| Metro, railway station, train | Not prohibited; staff at the scanner may ask you to show the vest |
| Rally | Not on the list of prohibited items; you must comply with police instructions |
| Stadium, club, office building | Site security decides whether to let you in |
| Travelling abroad | Export controls apply; check the rules before your trip |
Why body armor is not a weapon
The circulation of weapons in Russia is governed by Federal Law No. 150-FZ "On Weapons". It defines weapons as devices and objects "structurally designed to hit a living or other target, or to give signals". Body armor protects rather than hits, so it falls outside the law.
There is no law in Russia restricting civilians from buying or wearing body armor. Concealed wear is provided for in the standard: GOST 34286-2017 covers body armor "both for concealed wear and for wear over clothing".
Is wearing body armor an offence
No. Neither the Criminal Code nor the Code of Administrative Offences penalises body armor. The provisions on unlawful carrying concern weapons: Article 222 of the Criminal Code and Article 20.8 of the Code of Administrative Offences.
A vest does not change the rules for whatever you carry along with it. A weapon on your person is subject to the usual requirements, with or without body armor.
Patches are a separate matter. A "Police" label or government agency insignia on a vest can lead to a fine under Article 17.12 of the Code of Administrative Offences for unlawfully wearing a uniform. Along with the fine, the uniform and insignia are confiscated.
Can you walk around the city in body armor
Yes. A concealable vest is worn under a shirt, sweater or jacket, just like ordinary clothing. Police attention is more often drawn by a vest worn over clothing: camouflage, pouches, patches. That breaks no law, but you should expect an ID check on the street.
For city wear we make the lightweight COYOTE: panels on the chest and back, Br1 class, weighing 1.4 kg. Side protection comes with the DARK ARMOR M-3, which has panels all the way around, in Br1 or Br2 class.

Can you take body armor on a plane
There is no direct ban. The list of items prohibited on board is set by Ministry of Transport Order No. 34 of 4 February 2025 (Appendix 7). It covers explosives, gases, flammable, toxic and corrosive substances, weapons and ammunition; body armor is not on it.
The decision at screening is made by the aviation security service, and baggage rules vary between airlines. Before your flight:
- Check with the airline how to carry the vest: in checked baggage, in hand luggage or on you.
- Keep a copy of the certificate and the product passport with the vest.
- Tell security about the vest yourself, before you go through the scanner.
A soft UHMWPE panel contains no metal, but airport body scanners show objects under clothing. A vest with armor plates will most likely have to be taken out and shown.

Metro, railway stations and trains
Security screening on public transport follows the transport security rules, which are set by the same Order No. 34. Its lists of prohibited items are weapons and explosive, chemical, biological and radioactive substances. Body armor is not on them.
At the scanner, a screening officer may ask you to show the vest. Show it: screening takes a minute, an argument takes much longer.
Rallies, stadiums and secured sites
Rallies and marches. The law on public assemblies (54-FZ, Part 4 of Article 6) prohibits participants from covering their faces, carrying weapons and dangerous objects, and attending while intoxicated. Body armor is not on the list. Participants must comply with lawful police instructions, and arguing with the police on the spot is pointless.
Stadiums, clubs, office buildings. Entry is governed by the site's own rules, and stadiums also have spectator conduct rules. Security may ask you to show the vest, take it off, or refuse you entry. No law is broken by that: the venue has its own entry rules.
Can you take body armor out of the country
Body armor is on the list of dual-use goods, and its export is subject to export controls (Government Resolution No. 1299 of 19 July 2022). The list does not affect buying or wearing body armor within the country.
Taking a vest on a trip abroad? Find out the rules before you fly: both for customs and for your destination country. Some countries require civilians to hold a permit for body armor.
Do you need a document proving the body armor is legal
No such document exists: no permit is required for body armor. When buyers ask about a "document", they usually mean the certificate. It confirms the protection class, not the right to wear the vest.
Our certificate РОСС RU.32623.ОС10.04969 lists classes S, S1, S2, Br1 and Br2 under GOST 34286-2017 and is valid until 10 March 2027. We include copies of the certificate and the test report with the vest and send them before purchase; a scan is in the "Documents" section. Carry the copies with you: at security screening they make it easier to explain what is under your clothes. How to check the class from the documents is covered in our article "Br1 or Br2".
Frequently asked questions
Do you need a license to buy body armor? No. Body armor is not a weapon: no license, permit or registration is needed to buy or keep it.
Can a civilian wear body armor in Russia? Yes, in any region: there is no specific ban for streets, public transport or shopping centres. Checkpoints have their own rules, and security at a stadium or office building may refuse entry to someone wearing a vest.
Can you carry body armor on a train? Yes. Body armor is not on the lists of items prohibited on public transport. At the station scanner you may be asked to show the vest.
Can body armor be confiscated? The vest itself is not prohibited, and we see no grounds for seizing it simply because someone is wearing it. Problems arise from government agency patches on the vest or from carrying a weapon without a permit.
This article is not legal advice. The regulations were checked as of 5 October 2026. For unusual cases, such as taking a vest abroad, it is best to consult a lawyer.
